if the camera was upside-down it would be original, but does that really mean it's artful?

Unusual perhaps, but yes - not necessarily artful.
If that definition were true, having a fight outside a kebab shop and police photo-fits could both be considered art.
Maybe framescourer means artless in the sense of guileless or uncontrived. Probably not. But artless or otherwise, the second part of his comment is correct - it is footage of a live gig.
