Seems to be Ryosuke Nakamura, according to my research.
Is it fair to say this is trying REALLY hard to bite Makoto Shinkai's style?

Well, trains/railways/wires is definitely a Shinkai thing. But Nakamura had the same realistic-styled backgrounds in, say, Mouryou no Hako and they never looked a bit like Shinkai, I suppose. Both ways this video is neither original nor stylish nor good in any way (as if Shinkai were). It's a pity since I liked both Mouryou no Hako and Run, Melos.
