Guys, you're crazy. This is a simple bolex spot. Save the girls, there's no special anything done to the creation of the vid. The aesthetic comes from doing a simple reel to tape transfer (this one looks like it might've been done with the older/elmo machines). AI: There's no such thing as "telesynch". jkaal is refering to a process known as telecine. Telecine is an optical (and/or digital) intermediary by which footage is color corrected and 'balanced'. But any post development house can take care of the actual transfer from film to tape or vice versa.
As far as actual telecine companies -- In the States we have COMPANY3, MOVING IMAGES, NICE SHOES, and MANHATTAN TRANSFER (to name a few).
In the UK, you guys have RUSHES, TECHNICOLOR, CINTEL, THE MILL, and BROADCAST PAPERS (to name a few).

Thank you lusk you're breaking open doors again. I know what telecine is and sorry if i uncorrectly used the verb for "doing a telecine". I think the companies you mentionned will charge the same as for 16 mm tough.More SP8 feel

AI: I'd like to alter my last comment. "Telesynch" does actually exist. It's slang for the process by which a movie is captured to a camcorder - but the audio comes directly from a patch into the projector. You'll see the term float around in regards to bootleg movies.
