Might be a bit late, but still 'fraid I'm with Captainmarc on this! Nothing naming Lee Bo Young as the director in RS interview The Discogs reference is the only reference on the entire net as far as I can see

This claim seems quite confusing, the only Lee Bo Young it could be is YG Family's casting manager, (she is also one of Big Bang's managers) but such a position, she occupies in the YG organisation would make her an unlikey director. As Marc has pointed out, the more famous Lee Bo is an actress, who I'd a the thought, had she directed the clip which has hit 1 billion views, would have generated more reference to it, in the many stories that appear in Korean papers, about her latest drama ‘My Daughter Seoyoung’ or other career projections. No sighting of Lee Bo, in this making clip. No mention of any directing Lee Bo has done could I find either!
Psy wrote and co-produced the song and co-directed the video according to Billboard
         
robodrug: not late at all. I do remember reading on a RS interview the reference to a Lee Bo-Young as a director. But since i don't have the magazine with me to check, I guess it's safer (for now) to name Psy the director.

Nevertheless, it's quite amazing that the name of the director of the most watched video of all time is still nowadays something hard to find or check on the Web. That says a lot about the days we are living.
