please, please, please can someone tell me what the name of the artist/song was for that astonishing video Ne-O did for a solo female japanese artist where she is staring out of a window at a city and all the lights are turning on and off?

I saw it once and had to pick my jaw up from the floor but have never seen or heard about it since. No websites list it and I can't find it anywhere...
