I'd say that's a good guess. Vogel's work is always fascinating, not that Norton's isn't, but I do think this works better.

I should stop watching peter gabriel videos - the last 2 i have watched both feature ideas that I had already had for my own videos, and had thought were original. It's a strange feeling to see ideas you thought were original being played out in these old videos right in front of you. Back to the drawing board I guess...

the video is not sooo old, the song is from the lp "up", which might have been 2002 I guess.
