I downloaded this as a short whose soundtrack is credited as "Romanian Tale". Anyway, Mvdbase has an entry about Tikana, with Tziganes being the name of the band. Who knows better may leave a comment here and/or on my blog.

Tower 8 is basically "a comic book rock opera set in a post apocalyptic world". This music video is their first effort. More (I hope) to come.
